We launched KlimERA® together with TECNALIA: the application that helps the identification and decision making in climate risk management at the municipal level

As a result of a long-standing partnership between ADOS and TECNALIA, both teams have developed a web application called KlimERA® for the identification of climate risks at the municipal level.

Through seven steps, KlimERA® provides a shared analysis framework that enables all municipal departments to engage in climate risk identification and decision-making.

The risk identification process is based on IPCC methodology and allows the analysis of seven climate hazards in a sequence as graphically presented below, leading to the climate risks:

  2. DROUGHT
  3. FIRES
  4. LANDSLIDES
  5. RAINFLOWS
  6. RIVER FLOODS
  7. COASTAL FLOODING

KlimERA® is designed for:

  • municipalities that have not yet addressed climate change adaptation. It offers a simple sequence of steps for an initial vulnerability and risk assessment. It also centralizes municipal information and guides internal and shared reflection.
  • municipalities with prior information. It offers a method for jointly deciding on the main threats and which sectors will be most affected, complementing the available information.

The main features of KlimERA® are:

  • Qualitative diagnosis of the municipality’s vulnerability and risk to climate change.
  • Prioritization of climate hazards: In this phase of the process, the application allows for quantification and prioritization of hazards based on the knowledge and perceptions of the different municipal areas.
  • Identification of sectors affected by hazards.
  • Prioritization of the municipality’s climate risks.

KlimERA® is already being used in some Basque municipalities in the process of developing their Local Climate and Energy Plans. Municipalities that are already using it highlight its usefulness in collating available climate information and bringing climate risks closer to all municipal departments.

KlimERA® is available in Spanish and Basque.
